Are There Any Risks To Having Too Many City Subdomains?

In episode 131 of the weekly Hump Day Hangouts by Semantic Mastery, one viewer asked if it’s risky to add too many subdomains that point to each city for a company in multiple locations.

The exact question was:

I have a Client that has locations in several spread out states (ie. TX, FL, CA), so creating any kind of “City Pages” on the root (http://ift.tt/2rvXpDZ http://ift.tt/2qc18m2) doesn’t make sense. Obviously all actual (GMB) locations will be subdomains, but other supporting cities (without GMB) will also be subdomains, are the any risks to having “too many” city subdomains?

When you consider ServPro has a domain for every city in the country with 98.35% duplicate content I am sure I over think the “”safety”” aspect when it comes to local, but I appreciate the help nonetheless.
